In a pure Lawkeeper deck, you want to ride Lawkeeper ALWAYS. The deck will revolve around gaining effects using Lawkeeper's skill.
Well, in my personal Lawkeeper deck, I don't run 4x Lawkeeper for reasons outside of just gameplay. Or cost. Truth be told, I just love the other Kagero grade 3s too much to just use 2 kinds of them in my deck. So I decided to put up a "pure" variant for those who want a more focused deck.

Explanations will be kept shorter.
-Conroe is a good starting vanguard. Use him.
-Deck has a focus on 3 stage power columns, run 12 crits and take advantage of every "no guard" your opponent calls.
-Always run heals, especially if you want to take damage early and guard late (which is somewhat beneficial for this deck).
-Bahr is a solid 8k booster and THE BEST booster for the grade 3s in this deck.
-Iron Tail is the back-up. If you think his effect is shit, just run more of Gojo.
-Gojo's effect has an application early game, but he's mostly here for his 7k.
-Why should you run 4 perfect guards? Ask Amon. Or Ezel. Or Alice of VMundi.
-Oh but if you can't afford them, Dragon Dancer, Lourdes is a great card for some early game offense and in late game, makes an ok top-decked attacker in combination with Lawkeeper. (No, she's not good, she's just a lot of fun to use.)
-Consistent vanillas are consistent.
-Berserk Dragon is a +1, and is also basically your only significant use of counterblast in this deck. (You can run 4 too, just take out a vanilla.)
-4x Lawkeeper: I assume you read the title of this page and the first sentence on it.
-4x Archdragon: With Lawkeeper, this is as close as Kagero is getting to having a Palamedes unit.
-Actually, 14-10-9 is more consistent than 14-11-8 according to this: http://thunkofcardgames.blogspot.com/2012/10/the-consistency-of-every-deck-ratio.html (not counting the 13 grade 1 builds as this deck is a bit booster dependent). If you wanna try it, take out a vanilla grade 2 and put in a Dragonic Vanisher or a Dragonic Executioner (ok, Vanisher isn't as good as Executioner in most cases, but I really like Vanisher's art...)
Some notes:
-Kimnara is not needed in this deck. The card is not a +1 like Berserk. It's a net 0, aka a wash. With the focus on 3 stage columns, He also becomes a not so optimal booster.
-Berger isn't a bad unit but does have some consistency issues when boosters aren't drawn in high numbers and the ones in your hand need to go behind Lawkeeper and Archdragon (they don't, but I have a fetish for 3 stage columns). Oh, and other Lawkeeper decks will make this USELESS late game.
-Tejas is STILL a good tech. He has some power issues, but he'll almost always hit SOMETHING.
-Raopia is just something I have there in preparation for February. By then, I might actually run 2. If you play against crossride decks, this card is a MUST! Run 2 if you don't want to risk it being damage checked.
This is a really good late game deck.
What? You want a better mid-game? Go build a Goku/Lawkeeper hybrid deck. Alice has a good one here: http://vmundi.blogspot.com/2012/05/deep-clan-kagero.html. Goku isn't quite my style. But if I make a Waterfall deck sometime, maybe I'll see what I can do with him.
